Why can other civs be in my borders without open borders?

I seem to be able to go into one of the Aztec's city's borders but not their others. The Aztecs are all up in my shizzy and have units parked in my capital. Why? Is it that the first city you meet you can cross their borders? How can I make them leave? I can't even use my builder.

Your borders cannot be closed until you obtain the Early Empire civic.

I noticed that AI units can move into my lands even though we do not have any agreements or anything.

We are not at war either.

Is this a bug?

Nope. You haven't got the advance yet to open/close borders.

Is it still early in the game? Borders don't close until the "host" civ unlocks the Early Empire civic.

Ahh thats why.

Just gotten so use to the border being closed that I missed that one.
