Why cant I buy Carthage unique buildings in this town?

Im playing as Carthage and I have 2 costal settlements both connected to the capital. For some reason the punic port buildings are listed as available to buy in one town but not the other. I cant figure out why?

Its in the list of buyable buildings in this costal town.

But not here.

Maybe a bug that's preventing it being built on a navigable river, have you tried placing a district to the NW to see if it will allow you to build it on the open water next to it?

I thought the Carthage UB had to be on Coast (like the Lighthouse and Shipyard)... as opposed to the Quay/Wharf/Port which can be on any "Water" Tile (Coast or Nav River)

I haven't played as them yet, but that's very possible. It may be a feature rather than a bug.

It can only be built on coastal tile, and you need a building built next to that coastal tile for the game to allow you to build it.

I'm pretty sure the Shipyard can also be placed on a Navigable River. But it has to be adjacent to Land.
