Why cant I buy Carthage unique buildings in this town?

Im playing as Carthage and I have 2 costal settlements both connected to the capital. For some reason the punic port buildings are listed as available to buy in one town but not the other. I cant figure out why?

Have you tried viewing hidden and seeing g why they aren't available? This answers this question 90% of the time.

Just by looking though I would say your issue is you don't have a district near the coast. You can only build districts near others.
