Why can't I influence civics?

I should have more than enough espionage points against the civ whose civics I want to change, but when I send my spy over, the "Influence Civics" option isn't even available. When I check the espionage screen (I'm using the BUG mod, so not sure if this makes a difference) and filter by mission types, the influence civics mission doesn't have any available cities to perform that mission in. All the cities in that list appear white, without highlights (as a city with an available mission would appear as), and without espionage costs. Why is that?
 
There are two reasons I can think of.

The first is that the other civ already is running the exact same civics as you (as you can only change another civ into civics you run yourself at that time).

The second is that the AI has switched civics sometime in the last four turns. Like the human, the AI can only switch every five turns (otherwise keeping another civ in permanent anarchy would be possible).
