Why can't I make a citadel here?

I wanna steal that oil. You can make citadels one tile outside your borders, but it won't let me put one there. I was able to put one on the farm on the hills next to the mountain, so I could still get the oil, but that isn't the best spot for it. No mods.

I'm pretty sure its the forest. I remember a discussion somewhere on these forums talking about if the citadel will remove the underlying terrain then it won't let you because you're allied with the CS.

Found it. Looks like its a bug with the lumber mill according to this thread. They say that if you pillage the lumber mill then it'll let you place the citadel. Edit. Not sure if that will be considered a backstab or not but I guess since you're stealing their territory it may anyway.

Are you playing the Scramble of Africa scenario or is just the map of Africa?

Placing a citadel on the lumber mill would pilage it and that can only be done during war.
