Why can't I place woods here?

Haven't tried it but I'm pretty sure you can't plant woods on a desert tile. Plus woods do not spawn on top of deserts to begin with.

It says it in the description of the tile that it's not desert. I wish it were desert. I need some place to put Petra. All my desert tiles are hills and Petra needs flat land. Please note that it's also not tundra.

After extensive google searches it appears the common hypothesis is that it's Uranium planted there.

I should have read the tooltip. Plains in that color look close to desert.

Every time I see a thread like this the answer ends up being either

1: It's next to a lake, or
2: It's on a tile with a strategic resource you haven't discovered yet.

I'm sure this is one of those as well.
