I've read a few guides and haven't found the answer to this yet.
In my last game, I had generated a lot of grievances for my war against the Inca.
All other civs in the game except the Ottomons had a 10% diplo penalty against me based on those grievances.
Some of these civs (Norway and Brasil) were my allies.
The Ottomans were also my allies, but for some reason they had no diplo penalties against me for this. They were not involved in a Joint War with me against the Inca, so I never could figure out why they didn't care.
Does anyone know what factor(s) come in to play that cause a 3rd party civ to care or not about another civ's grievances?
