Why don't I have this mithril?

First, I'm sorry I don't have a screenshot to post. I'll explain what's going on (0.40q) ...I have astronomy, mithril weapons tech, and whatever tech lets you get phalanx units. It's a standard size islands map with 12 civs. My main islands did not have mithril, so I decided to go to war to get some. I took over a city that had mithril two squares away from it, in its cultural borders. However, that mithril was not on the same island as the city: you have to cross water to get to it.

Anyway I have the city, my culture covers the mithril, it's within the fat cross, and I have a mine and a road on the mithril. The city is working the square. Yet, I do not have the mithril resource in the city screen and none of my units were upgraded to mithril weapons (I have various T3 units including the lanun hero, phalanxes, beastmasters, crossbowmen). What gives?
 
It's an old problem: even if it's still in your borders, resources don't count as hooked up if there's a gap of water in between. You need at least one connected city on the same unbroken stretch of land. Really, really bites for those rare 1-tile islands containing mana.

Is this fixable by FFH2 or hardcoded in Civ4:BtS?

Also, if I took over another city on the island that has the mitril, but the cultural borders between that city and the mithril city did not touch, would that be good enough to get the resource?

Yes, assuming you had a road leading from the mithril to the city. The city would have to be coastal for it to count in the rest of your empire mind you.
 
Well, and that the connected road didn't go through another nation's borders with whom you didn't have an OB agreement.
 
Returning forts to the "act as city" behavior would solve this, but it has several issues of its own.
