I never liked it, myself. The LoN and the UN were always so divisive, ineffective, and unable to the majority of their big incentives done, reliably, that this efficient, reliable engine of proto-global governance seems jarring - more sci-fi than the GDR or colonizing Alpha Centauri, frankly.
Agree, @Patine . The World Congress "bans" a luxury like spices or honey. Why is that suddenly binding on every citizen, everywhere? People suddenly stop liking spices with their food? Yes, I understand that the *game mechanic* of amenities stops working for that luxury resource. That is sterile, artificial, not realistic. I would expect that the civilization where spices are abundant would still find them useful, culturally relevant and happiness-generating.
Sometimes I miss the Civ4 feature, where one could "defy" the resolution. I will keep on doing what I'm doing, regardless of the diplomatic consequences. You wanna ban something? Come over here and MAKE me!
