Hello, Playing Egyptian in an Emporer Level Roleplaying Huge Marathon detailed continent world and since the beginning of time Lisbon has been just the siesta capital of my empire. Nothing works, .. it takes 96 turns to make a builder... I admit this isn't a major issue. But I thought maybe some of you might see what could be done to be more productive. Maybe offer some tips on major errors you see.

As a war strategy I sold it to Spain.. I figure if they declare war i'll liberate it.

if you want higher production:

- Build production buildings (IZ, watermill)
- Click the production priority button.
- Get it within the area effect of a factory or power plant
- Put mines on any hills.
- Run internal trade routes from it to your best production route.
 
I haven't checked the saves, but there's a bug in the game right now where if you repair a pillaged district, the next item gets a huge negative production overflow. There's ways around it such as repairing the district and putting one turn to build something you can buy out, but it's pretty jarring and potentially crippling the AI.

If that's not it, my apologies. Just noticed you happen to be talking about a city you might have captured so it's highly possible this is part of the problem.
