Why is Willie unhappy?

Here is something I've never seen before... +2 for "Trade routes between our nations" and -12 for "Trade routes between our nations."

Could that be just a glitch? Or is it some sort of mechanism I don't understand?

Hmm, maybe you're right. The game is already finished, but at the time I think I had a bunch of internal trade routes, along with maybe one or two going to the Netherlands. I didn't realize that the AI tallies each possible trade route separately, but perhaps they do.

In one of my games I sent all my trader routes to her and was rewarded with some +42 diplo bonus. It helped a lot to outweigh negative hit for grievances for converting all of her cities

She has an agenda where she dislike civs who dont send trade routes to her empire.

I think that the big negatives come from the time when you havent been trading with her.

The wording of it just makea it look weird.

You have neglected to send her trade route, that's it. Simple as that. Wilhelmina will despise you very easily (-12 is typically the highest penalty they implemented). However, sending even a single trade route will completely flip it to like +4 or so along with the other +4 from usual Trade activities.

No, you missed the fine print above. I already had at least one active trade route with her (apparently reflected in the green +2), and still she was angry. The supposition, from steveg700, is that it's because I had numerous other trade routes not going to the Netherlands.
