Why was increasing tech costs removed?

You should go back to Civ 3 ... it was hard but it had a lot of details like slave workers, ethnic groups, uprising and war weariness in conquered cities, revolts, culture flip ... they removed all this realism from the series with Civ 4.

Because a couple of cities, an empire isn't.
