Why won't my planes fly?

Ok, it is 2030 and I have just discovered flight. Having built a number of bombers and fighters as well as airports in every settlement I cannot fly the planes. When I press the directions nothing happens. Please help so I can teach those pesky Romans a lesson once and for all.
