Will automation be the way to go?

MM isn't a chore, but a means to be very efficient. If you don't like the MM and all, maybe Civ is the wrong game.
The point is that some people like to manage their empire at a slightly higher level. To try an analogy, the president of a company doesn't usually tell every single employee what to do. Maybe when the company is small, but when it gets larger he delegates some of the powers to his managers.

I think the best of both worlds would be if you could lay some plans such as "I'd like to build a road here, and then a mine here, and then clear the forest here, etc". Then with a single click you could order a group of workers to execute that plan. That would be a million times better for MM, but unfortunately it's too late to make suggestions like this.

I agree with you totally, but the problem is, try telling the AI-governor what is your general idea of MM and he will just not stick to it. Unfortunately we have to stick with Lenin's famous words here

When I play Civ3 I almost always play in a multiplayer game with friends, So we set the AI at about regent level, we want Computer guys in there but we dont what them to get into the way! The real game is between the Humans, and believe me its fun to give your opponents enemy all the resources and gold he needs to fight a war with your Opponent, and he has no idea that your doing it!.... So I automate my workers for most of my stuff, and worry about other things.
