I have him to be the best option.

-financial boost with creative

-dyke is really amazing its like cheating. i mean extra hammer for sea plots really amazing. play him on an archi/island map and you have an extra advantage

-east indiaman again a plus for expansion
 
East Indiaman is WIN for naval invasions. You can drop your army out of their coastal city on the very first turn, no matter if that is an internal sea with a tiny passage all covered in enemy culture. Amazing.
 
While Willem is good, he is far from the best. The UU is useless if you have little to no water...Also, if you give me the choice between a good land combat unit or a sea combat unit, I pick land any day of the week....

The UB comes pretty late, compared to other earlier empires... His traits are pretty good though, overal its an interresting package, but dont rely on your UB/UU to win the game....they help you win quicker, but they wont win it for you (like prets will win a game for you with Rome for example)
 
the UB does come late (I prefer mine early doors normally, so having to wait for steam power is unusual for me), but in some ways it compliments his traits, as creative is less useful later on

i'm not a huge fan of the UU, its nice but not gamebreaking

I agree with you that Willem is a good leader to play with. When you play on a map with lots of Coast, it's overpowered.
On other maps it's just decent. There is no bonus for the Dike inland, it's only special in coastal cities.
On a Archipelago you end always with a load of Coastal cities, and a power advantage. And of course your East Indiaman isn't that useful on a Pangea.

Creative, Financial gives you a bonus on two other aspects of city management. In combination with some extra :hammers: you have a all-round civilization with the Dutch.

True, true. But yet, you don't choose a civ with a naval UB on a, let's say, pangea map. It's obvious that, if you want to exploit the East Indie, you'll want to play an Archipelago map.
Or you could simply like Willem as leader for the traits and play every single game with it.

I usually play fractal, I like never knowing what I will end up with...
 
screw the UU and UB (tho the latter is definitely powerful). The traits alone make him one of my favorites.
 
Pangaeas have lots of coast too you know

I don't get this "the dike is only good on archipelagos" stuff.

There is no bonus for the Dike inland, it's only special in coastal cities.

The Dike has less restrictive building requirements than a levee. A city must be on a riverside tile to build a levee. A Dike can be built in a city that is on a river, coast, or lake shore. So even inland, you may be able to build a Dike in more locations than you could a levee, which is certainly a bonus.
