Win 7 64 BTS won't Install

I have tried running as admin and comatibility mode to no avail.

During the installation process I get a splash screen stating that there is a new version of the program to install. About a minute later I get an error message stating, "the installation failed! Aborting install process."

in event viewer I am seeing an Msiinstaller error 1042 with the following:
