Windowed mode problems

1)

1. Start the game in fullscreen mode.
2. Change to Windowed Mode.
3. Close the game.
4. Start the game.
5. Windowed Mode is bugged and displays borders.

1. Start the game in fullscreen mode.
2. Change to Windowed Mode.
3. Minimize the game.
4. Restore the game.
5. Windowed Mode is bugged and displays borders, mouse clicks are also bugged and occur at the wrong location.

The solution is three options with consistent behavior: no-border windowed mode (the most useful option), border windowed mode, and fullscreen mode. Other modern games like StarCraft II have this.

2) Moving the mouse near the edge of the screen in Windowed Mode does not cause the camera to move/scroll.

3) Fullscreen mode is bugged. If you alt-tab out after previously tabbing out, Civ V will hog focus:

1. First alt-tab out: works
2. Alt-tab back in: works
3. Second alt-tab back out: does not work. Civ V takes focus back, forcing you to tab out again.

4) The game's handling of flip-tab (Vista/Windows 7) is also bugged in fullscreen mode. If you bring up flip tab and select another program, Civ V always takes the focus back.

Problem 1 is worse in patch 1.0.0.62; windowed mode is now always bugged. This leaves a choice between a problematic windowed mode and a problematic fullscreen mode...
