The Manhattan Project is a waste of shields that we should allow someone else to commit to.

The 1st strike use of nuclear weapons would provide us with no clear military advantage that we might otherwise not have. Once the AI builds it, assuming the game is not over by that point, we will be able to build ICBM's to match their tactical nukes.

We retain the advantage without wasting several hundred shields in the process. Just say NO to Manhattan.

I view the Manhatten Project as the "Cursed Wonder", since it usually means a nuke fest within 50 turns. (atleast in Civ2... don't know about Civ3). PDX would be our main supplier of nukes (1 every 3-4 turns). But, I'd rather have another nation build it.
