There should be chemical/bio weapons in addition to nukes
Using chem/bio weapons should cause a rep hit but not to the extent of what happends when nuclear weapons are used. After using these weapons on units all the units in that stack should loose HP, first turn going down to yellow, second turn to red, and if by the third turn they are not taken back to a city (or somehow "treated") they should die. Use on a city should have a bigger rep hit, it should cause massive population loss, this could work well with the new "health" system that is being added into Civ4.
There should be treaties between nations to disband so many of each others chem/bio/nuclear weapons or secert agreements to supply other nations with them (arms trade) prehaps the UN could be used to condem the building of WMD (if deteced by one of the members spies) and having these weapons would make it easier for a trade embargo to be placed on a civ by the UN.
