I personally like the idea of gaining units from wonders, since wonders take long periods of time that could be used getting ready for a war, or trying to repel an attacking force.

In my opinion more wonders like the Pact of Nilhorn (I think that's how it's spelled) would give builders a better chance against civs of the opposite theology (i.e. Good v. Evil), and would give warmongers a reason for building wonders.

The units granted don't necessarily need to be overpowering, maybe some specialized troops for destroying a certain type of unit (such as a wonder that gives a unit that would destroy arcane units ability to cast spells for x number of turns).

uhm... why wouldn't warmongers build wonders ? Wonders give advantages that are always good to have. Some are more needed and some less, depending on your current strategy, civ, and map. But there isn't any single wonder that I wouldn't like to build.
Also, if anything I would say that Pact of the Nilhorn is a wonder for warmongers rather than for builders, since 3 hidden nationality Hill Giants in the early game help more in conquering than in building IMHO.

Why would the builders want to build Pact of Nilhorn? Because it would give them three powerful units to help protect them from enemy attacks, while still getting the benifits of a wonder.
