Wonders stuck with "Under Construction" graphic.

I think I've always had this bug. Does anyone else sometimes get the Great Library and other wonders stuck permanently with the under construction appearance?

No never happened to me. I once had one wonder graphics twice in my city, but it was gone again after a reload.
