won't let me change civics.

on the civic screen, i click on one of the civics. it says 1 turn for revolution, then i click the revolution button, and then it goes straight back to the normal screen and it doesn't go into anarchy and my civics don't change. anyone know why?

Certain Civics require specific religions. You can't run sacrifice the weak without having Ashen Veil as your state religion.

You can't run Crusade unless you are the Bannor Civilization and you are at war.

Some also depend on if you're evil or whatever too.
