Not sure if this is the place to post this, but I really want to play and I can't because I do not have the required What to Build.wav. If anyone knows anywhere I can download this it would be real useful....

Hi, welcome to CFC.

Since you are missing a file, I would suggest you reinstall. You cannot find that file online, nor does this site support actions like that which can be considered piracy, so noone here will aid you to find it. Reinstalling is your only option.

try creating a copy of another .wav file and renaming it build.wav . You will get the .wav you copied when ever you trigger build.wav but at least you will be able to play. If after you do that and there is another file missing, re-install. If there is more than 1 file missing, then the installation is probably corrupt.
