Worker Efficiency

If governements don't exist in Civ4, what is the worker efficiency in this game? Each civic has its own worker efficiency? And all the other things related in Civ3 with govs ? Are they influenced by civics? Corruption is lower in some civics in Civ4, or it doesn't exist any more? For example, Hereditary resembles the governement of Monarchy? I heard in Serfdom, mines are much easier to build. But roads, forests, irrigations?

When Firaxis first announced Civ 4, they mentioned that corruption as it was in Civ 3 would be eliminated, and reworked into some other way of doing things. I'm not sure of any details however. Same goes for pollution.
 
I would place my bet on different civic options providing multipliers to worker efficiency. It's also possible (so I've read) to rush production if you have slavery, or to pay for production rush with other civic options.
