worker improvements claim territory?

we saw in greg's gameplay session that he gained territory when he built a marble quarry on a tile. Does this mean that we can claim any stateless tile by building improvements on it?

If so, can anyone tell me if that can be stolen by another Civilization's culture points?

He already HAD the territory... it was just a wierd shape because the culture-tile acquisition will prioritize resources.
