Is it possible to add a worker order to upgrade road to railroad independent of the "trade networks" orders, ie without spamming the whole territory with railroads?
Basic idea:
1. find nearest road tile
2. go there
3. build railroad
4. repeat until 1 doesn't find any more road tiles, then sleep.
