Workers should be able to heal in cities.

They can. You just have to idle them each turn (hit spacebar or click Do Nothing). You can also put them to sleep, but you risk forgetting about them. Fortify heal would be better, since the unit wakes when healed, but you aren't entirely out of options for workers in cities.

Potentially good news for you Sonny. Firaxis is aware of the situation atleast.

I've just been healing them out of cities, because skipping their turn, for up to 9 turns, is tedious. Every time I sleep one, I forget them for about 20 turns.
