This is something I thought about while (surprise) working overtime last night. We should be able to rust worker jobs like roading and irrigation. The extra labor would either be payed for with money or forced labor which would kill the worker, depending on government type. This is really not much different from the way improvements are hurried in cities, but the workers who are putting in the terrain improvements should be able to be rushed, too. Sometimes you really want that road or railroad built as soon as possible.
 
Well, in CtP I and II, you had a system-in your Empire Management Screen-where you could boost the wages and/or the Working Hours of your population. The benefits of both was a more productive empire but, in the former, it would cost more from your budget and, in the latter, it would make your people unhappy. So you had to balance these various costs against your needs. Actually, another great feature of CtP was the ability to adjust your 'food rations'-increasing rations made your people happier, but slowed population growth, wheras lowering rations had the opposite effects!
