How do you make a city build one type of these units over another? As Venice, MoV is really valuable but they come so very rarely. Is there a way to have the city make them more quickly?
 
Not really... Buy banks and marketplaces in your puppets, gardens too if you can. The Puppet States should work these, as they are set to gold production, and hence get you your great merchant. But really, there isn't much you can physically do.
 
Focus on great merchant producing buildings. Get great people modifiers [From Wonders, policies, national buildings, gardens, etc.]. Your puppets will automatically have a gold focus so they will constantly be working on creating MoV on their own.
 
Also I forgot - if you get the Glory to God Reformation belief quickly and get to industrial (or fill out the commerce tree quickly) you can instantly buy as many MoV as your faith allows
 
If you complete the commerce policy tree, MoV will appear more often and after discovering industrialization you can buy them with faith points.
 
As Venice:

- Researching Optics awards a free MoV

- Going Liberty can get you two free MoV's (one from the settler SP, one from closer)

- Leaning Tower of Pisa can get you a free MoV

- Going Commerce can increase MoV generation

- Build Gardens and National Epic in Venice and lock specialists into merchant slots for more MoV's in the early going

- Purchase MoV's via faith if you can generate enough faith

- Bear in mind, puppeted cities naturally prioritize gold; purchase gardens and buildings with merchant specialist slots in any puppets you can


*** A lot of these hints were mentioned in other posts already, but these are all things I've tried in my goofing around as Venice thus far. A key question you should also ask, however, is:

When do I switch from puppeting with the MoV over to using his double-strong Trade Mission ability?

This is the question I still struggle with. Eventually, you will reach a point where the Trade Mission will be a possibly better option, as once you have enough trade-routes up (via your UA, you get 2x as many of them, so this will happen faster as Venice than as anyone else) you will have so much gold available that it may be more economical to buy a large army and take a few puppets that way.

I'm still finding my way through Venice to figure out at what point the MoV should just do super-powerful Trade Missions. ***
 
The super-powerful trade missions I tend to switch to around the late industrial/early modern, by which I already have 3 to 5 puppets. By this point, other potentional targets are either in poorly defended places or don't offer enough benefits, and CS alliances become more useful in the world congress, so that's when I go for the trade mission.
Then proceed to use the money to buy more CS allegiances while I'm at it.
