World Builder / Map Editing - City States Issue

Hello,

I am using the "World Builder" and the "Play Your Custom Maps" mod to play custom maps, however the mod does not provide city states despite me giving start locations for them.

Are there any other Mods, or anything i can do to get a custom map in the game with city states?
