World Builder won't open "Civilization V World Builder has stopped working"

I recently downloaded the Civ V SDK. I've been able to open all the other components of the SDK except for the WorldBuilder. Every time I try to open the WorldBuilder I immediately get the message that "Civilization V WorldBuilder has stopped working. Windows is checking for a solution to the problem" and the dialog box closes. Anybody know a solution?

Staring WB from the SDK menu or directly from the executable? If the former, try double-clicking WorldBuilder.exe in C:\Program Files (x86)\Steam\steamapps\common\Sid Meier's Civilization V SDK\WorldBuilder\x86

I've tried opening every way I can think of. I've tried opening it from the SDK, from Steam, and opening the worldbuilder application directly as you suggested and still no luck.

I always make sure all the other components of the SDK are closed and then I double-click on one of the map files in folder C:\Users\~\Documents\My Games\Sid Meier's Civilization 5\Maps.
