Worldbuilder - city states having more than one city?

Simple question:

When I make a map, can I make a number of cities owned by "Dublin" for instance, but renamed to a non-city state name (for instance, if I create "Tara" and "Armagh" by using the Worldbuilder to add a city"Dublin" and changing the name via edit city)? I assume, they will be owned by the city state "Dublin" even though that city itself is not on map.

Is there any problem with this?
