Worldbuilder Multiplayer Not Working

Need some help all. Friend and i Created a map in world builder but evertime i Host it he gets kicked. I have put in enough AI players for the Civs and the City States, Also a spawn point for them.

This works in single player for both of us. Just when either of us Host the other gets kicked. Any reason? Any help will be greatly appreciated.
