Another installment of would you settle it?

Here we have the Vikings settlings a 1 tile island. Would you have settled this?

A reminder on the premise:

Both to help with settling strategy, and to help devs improve the AI. I want a thread in which I look at new cities the AI has just made that I consider "questionable" as to its viability, and want your thoughts. Maybe I am being too stingy with my city settling thoughts, or maybe the AI is just filling up space at no benefit to themselves. Also note the turn time (on Standard Speed), as perhaps that would adjust your thinking.

NOTE: Lets assume the most wide favorable conditions. Aka an AI is playing policies and religions that suite a wide strategy.

No, I wouldn't recommend a wide AI settle that city, unless later in the game (via pioneers) where it could rush buildings through trade routes and bank investments, to then focus on working specialists and later on sea tiles through seaports and hydroelectric powerplants, coupled with runestones plus 2 food and harbour. But it seems there's more space to settle southwest of the main cities?
 
It's Progress Denmark, and it's close to the other cities, so I don't see why not.
 
No, not even with god of the sea and denmark.
Possibly if it had wales or other lux sea resource but one tile with only fish ... no, just a pain to defend.
And strategic resources on the middle island can be reached from Roskilde.
