Wrong host for World Congress?

I think there may be a bug in selecting the host for the World Congress.

In this game (see attached savegame), I was playing as Poland, and I explored the world and finally met all the remaining civilizations, but did not get a pop-up for the World Congress when I finally met the last civ. I then realized that I hadn’t researched the Printing Press, so I went back and researched it. As soon as I completed the printing press tech, the World Congress event did occur … but, the host was Germany, not Poland!

This seems very suspicious to me, as I didn’t meet any units from Germany or any other civs from my home continent when I was exploring the other continents AND it’s also peculiar that the World Congress event coincided with the completion of MY research of the Printing Press. So I am pretty sure that Poland should be been selected as the host. Is there any way to verify from this save game file whether there is a bug here?

The save game is one turn before the world congress event, so all you need to do it hit “next turn” and the event will occur.

Major question.

Did the Printing Press get researched the SAME TURN as World COngress got founded or the turn after, The World Congress does not get kicked in until AFTER the tech gets researched (turn after).

Here is the sequence of events:

Turn 334 – it is my turn, and the tech panel shows that my research of Printing Press is one turn from completion. I hit “next turn” button.

Bottom of screen shows turn “Processing turn for…” for all other civs (including Germany), then city-states, then barbarians. The “World Congress Founded” dialog then pops up (turn indicator still says 334 at this point); about 1 second after the World Congress dialog appears, my Printing Press research complete dialog appears at the same instant that the turn indicator flips to 335.

So, if I understand your comment, you’re saying that Germany qualified as World Congress host exactly one turn before I did?

Yes. They got there just a turn before you did.
