WW2 Pacific Scenario

I know this is a small detail but on one of the previews I saw for the World War 2 Scenario that the Leaderheads were the same old leaderheads. Couldn't they put in some different Leaderheads that more resemble the leaders of that time? Abe Lincoln look nothing like Roosevelt and Churchill definitely does not look like Elizabeth the Queen of England. I saw the preview on Gamespot I think.

It has been mentioned somewhere else on the other C3C forum that the older leaderheads are only there as a filler because the artists haven't made new leaderheads for the civs in the scenario.
