Honestly - this game has been running for nearly 5 years. I'm happy to continue (particularly as I was a ring in) but I think it may be time to call it a day. Apart from this game, I don't play Civ4 anymore - over that time, I've had two sons, the eldest is turning 5 next weekend! - and I just don't have the time to sit down and play my turns as I used to.
Me and Echtelion are willing to continue playing this game. I think that the only chance of this game going on is for me to take over the Democratic Allies.
If you want to continue playing that is fine. If you wanna drop out it fine as well!
If you drop out, Japan will take over the European Axis. And the game will continue.
I am going away for a short holiday but I hope that your son has a great birthday!

As for Vladivostok, I would say the following:
- It counts for a VIP city for the Russians.
- The Russians can, at any moment, change the VIP status of that city (Vladivostok) to any other coastal city.
I am still trying to figure out a fair punishment for Japan and Germany for breaking the rules!
