x10 Multiplier Mod

    I made a mod, that multiplies all trait features by a factor of 10.
    For example Scythia gets 10 additional horse-archers, when they produce one., and Germany gets 10 additional districts.

    Inspired by the x10 mods in TF2 and the JFD's balancegoldprime++ mod for civ5.

    I have not play-tested all features of all civs. So help and feedback would be appreciated.
    It's my first mod and first thing I attempt with sql, so my code-quality is probably garbage.
