The accepted knowledge is that you can get any leader as long as you do not already have a MGL. So having both a MGL and SGL is possible as long as you get the SGL first. I think it is also possible to have multiple SGLs (I have had that) and then get a MGL.

Well in my case it was the other way around.The MGL came from
the Mayan continent.(I had to do something about that culture
freak.)And the SGL came from the Flight tech just researched.
