When ownership of a tile switches from one civ to another, the display of the food/hammer/commerce yields stays the same, even if the new owner has civics or techs that change them. (However, the actual yield as verified by switching tiles in the city screen is correct... only the display is incorrect).
For example, if I'm running Universal Suffrage, and a town belonging to a neighbor not running Universal Suffrage becomes mine, then it will not show the hammer yield.
The display glitch is corrected whenever you re-start the game.
