Your top two things that would make Civ 5 better

1. Fix the AI so diplomacy is actually viable and warfare isn't a cakewalk.
2. Change the tile values. All of them.

2) Rebalancing
 
Why can't fighters attack ground units?

Why do they keep changing the interface with each new version? (It takes a long time to become comfortable with the interface).

I liked stacking units. I liked waypoints.

Improved AI is a pretty cheap answer. Civ has NEVER had good AI, nor has any game really. They always have fudged the `AI' with advantages to make up for the fact that it simply isn't a human thinking. I don't disagree that the AI sucks in 5, but I contend that it sucked just as badly in 4, and in 3. Also, as a career and hobbyist computer buff, I can assure anyone who doesn't know this already that AI is REALLY difficult to pull off.

So my realistic suggestions:

1. PUT MY REAL TIME CLOCK BACK!
2. Fix the diplomacy so that the `AI' at least isn't idiotic in its peace time requests or capitulations.
 
1) Game stability / performance / bug fixing. Stop the crashes, memory leaks (on large and huge maps), and being stuck at fixed turns / the 70 cities limit.
2) A clearer, informative civiclopedia instead of the joke we have now. It should explain the diplomacy, unit upgrade tree, and all the stuff you have to find the hard way atm.
 
1) Improve combat AI - AI to build and use naval and air units effectively.
2) Attach function - able to attach a non combat unit such as settler/worker/general to a combat unit Or embarked units to destroyers/battleships/cruisers. Easier to manage movement and escort. Stupid to lose my embarked GDR to a guided missile even it is surrounded by escort destroyers.
 
Boy, I still don't get this counterpoint.... I was a terrible IV player who never warmongered and I find the "building stuff/empires" the best part about Civilization generally -- and I am sorely disappointed in V.

It should have been perfect for me because I always suffered from killer stacks overruning my peaceful empire which wanted little more than to be left alone to build wonders.... but it's as if they gave me that (no more stacks), but made the part I wanted (more builder focused gameplay) LESS fun.

It's turned me into a warmonger just to avoid the Next Turn clickfest!

Anyway....

1)Fix the AI... all else is secondary

2)Bring back more city-centric focus

I find that V is far more city centric, by that I mean that in IV you had to spend the beginning part of the game expanding like crazy or you wouldn't have a chance. In Civ V, you can realistically play with one or two cities if you want. this is incredible, they seem to have cured "infinite city sprawl"...
 
had a feeling I'm gonna see tactical AI mentioned all over the place :p

1) tactical AI (and in lesser urgency the Diplomacy AI, but not to a lesser extent). 2-range units basically rape the AI, 3-range (and 4-range when you get range upgrade) is raping AI with no lube. A lot of games (even on deity) are basically won if you get artillery without being too far behind in tech. AI also does not make an effort to protect their ranged units.. way too often I see a bunch of cannons charging up ahead of the melee units and get subsequently picked off. They also way too often send units in streams instead of packs. Even without stacking this should be manageable. AI's naval tactics are non-existant. I put a bunch of units on coast, even workers, and they would completely avoid it and land all the way to the south. AI Boat bombardment (or any ranged bombardment) seems fairly random, at least, i can't figure out the logic behind it. I don't know much about the Air force AI since most of my games are won with artillery, but I have a feeling it's just as bad.

2) Optimize whatever's in the background that's causing horrid, horrid lag when playing on large/huge maps (even on a high-end machine, huge is not really playable, large is bearable). This issue is compounded in multiplayer because the person with the slowest cpu is a major bottleneck. Turns in between taking ages, randomly getting disconnected, etc.
 
If you dislike Civ 5, please just go back to playing Civ 4. Civilization Revolution brought in many console gamers including myself. It is financially more practical in 2010 to make a game that appeals to a broader audience. This isnt like 2005 when they made Civ 4 a niche game. Just go back to playing Civ 4 if you are disappointed. Get a refund
 
1. A bug patch (a real one, not some tiny little hotfix that claims to fix things but doesn't).
2. As others have noted, a fully fleshed out tactical AI.
 
my 2 cents:

1. balance out the civ / leader traits. Some feel overpowered to me (like Russia) while others seem underpowered (Ottoman's corsair thingy - was it Ottoman by the way - at work at the moment :) )
2. I'd love a feature where you can make your own civilization / leader through a point buy system like Master of Orion II and III (yeah. Old Fart talking :) )
 
Definitely AI and Multiplayer. I'd like to fit Diplomacy in there too. Now that I think about it, I defy your two things rule. The tech tree also needs to be fixed. The interface in general. And now that I think about it, I think I want the gold/science slider back. Gold is both worthless and overpowered in this game. And I don't think the gold/maintenance system is very fun or interesting.
