The two civs on top have been in every first release of the main civ games until 4. Now, neither of them have been announced. Thus, I have a theory. Since they were left out in 4, Firaxis wants to build suspense for the two new civs. They want us to think that it's going to be some super-duper awesome civ like Canada or Poland, which everyone wants, but never was in Civ once. However, just to **** us off, the two "new" civs will be... The Zulus and Babylonians. I don't have a problem with the civs, I actually would like them, but I'm used to having video game companies be rather anti-climatic. So, if this happens, you'll know that I called it first.
 
Actually, Babylon was not in the first civ 4 release... only BtS.

Because, they're random choices that seem yo be extremely popular.

If by "extremely popular" you mean" have a handful of people on forums who make a lot of noise" then sure. Don't judge support by post count.
Every time there is an actual poll, these kinds of relatively minor countries get almost no support. They're not what civ players want.
