Regarding officers, there's also the consideration that it'd be shamelessly easy to power level them on a crowd of militia, and then have an unstoppable max-leveled officer army. Which is why I propose the first rank or two of veterancy be easy to get and then it get progressively harder; something like 3/6/12/20/30 units killed for the five ranks of veterancy.
