Maluses: -Central Control (City State->Nation State, see Sarkov and Bellevetum), + Strength of possible rebellion, might take Domestic Income to maintain lots of cities and Urban Income (depending on density; I did that for Aramya, for example, with 3 cities right next to each other)

Exactly this kind.. Some kind of view point which I can add little commentary to the update. As of now it has been isolated only in the intro of each region, but I will eventually sprinkle it everywhere.
