As far as I know all I've one that's even remotely anti-Canadian was the formation of the Arctic Pact, which was in response to Canada training its troops in mountain warfare right next to my border. That alliance is purely defensive in nature and in no way obliges members to attack Canada unless Canada attacks a fellow member. Given how massive and powerful you are compared to pretty much everyone else within spitting distance it seemed only prudent to make sure you don't get expansionist ideas about my humble people. Everything else I've done has been focused on building up my own land.
