Changed many French and British ships locations, so that they won't be easily destroyed by the Italian in the first turn.
Give better setting for those smallest civs (Nepal, Mongol, Arabia, New Zealand and Thailand).

This is the beta version of v5.3 release. I define "beta" as: A version that have incorporated all the changes I wanted to include but no game play testing has been done. I expect there will be changes or re-balance when I gathered some feedback. Documentation is still describing the old release.
This is not an official release, but it is fully playable, and you are welcome to join the test play team! But please give me feedback if you do like to try.
