Fixes for the 1.2.2 Update

Incorporated compatibility with my other Civ and Leader mods.

Incorporated a miniature version of Izica's Remaps Fix to minimise effects on AI buildings.

Making sure all events fire properly.

Caer building was missing localisation in the Modern age. Now fixed.

Non-Owain players no longer have access to the Caer Unique Building.
Owain now gains access to the Caer via a unique Civic Tree, unlocked by Chiefdom in Antiquity, and Piety in Exploration.
The Caer now has the aesthetics of the Motte thanks to Izica's visual remaps mod.

Added missing leader dialog for NPC Owain

Added missing localisation for the Celebration of the Leges Walliae government.
Affixed memento unlocks to the DNA of the earliest available foundation path memento to ensure unlock compatibility for almost all users.

Localised text was missing for abbreviated ability descriptions featured in advanced setup and multiplayer lobbies.
