Great Politician/Bureaucrat: can born only in capital. appointed as governor of the other city(isn't capital) or as diplomat to capital of other civ. The governor increase production:hammers:, food:c5food: and gold:c5gold: of the its city otherwise in angry:c5angry: of the civilization governor can declare independence of city. And also Great Politician/Bureaucrat can be use as diplomat.

Great Sportist:Use for International Games which increase very much production:hammers: to civ for International Games. Great Sportist can born only the city which have got Circus Maximus. City with Circus Maximus, colesium and stadium have got great deportist points. Great Sportist also can be use for culture:c5culture: and tourism:tourism:.

Great Curator: can born only the city which have got Hermitage. Use for World's Fair. Increase very much production:hammers: of civ for World's Fair. City with Hermitage, Museum, Opera House and Broadcast tower increase Great Curator points. Great Curatoralso can be use for culture:c5culture: and tourism:tourism:.
 
Great pilot: Does not use a plane slot in the city/carrier and boost planes combat strength when either attacking or defending from interception. Also they can be used to insta-kill an enemy unit by crashing on it and consuming the pilot. Great pilot points are gained by the experience planes.

This is the only one the game really needs (Are you listening, Civ VI Developer Peoples?)
and it is really part of a line starting with an "Efficiency/Anti-Corruption Specialist". It is part of the answer to the Tall/Wide problem, in that without Administrative Specialists, your other cities will provide fewer and fewer 'bonuses' from their production, population and science until eventually they break away (join another Civ, form a City State) or even devolve into villages or barbarian camps.

I suggest that all Specialists except the Great Artists, Great Writers, Great Musicians (and why don't the Great Artists include Sculptors, by the way?) should be graded so that later types provide more benefits. Therefore, the Specialist Administrators would be:
Administrator
Bureaucrat
Minister

They are the government types who make sure that everything else works. Your Palace would start with an Administrator Specialist Slot, which when filled increases All yields in the Capital and in cities X Tiles away. Further away, and greater number of cities, would require more Administrators, filling slots in Courthouses or Governor's Palace buildings in faraway cities.
To build Wide, you'd need Administrator Specialists: simple as that. Also the infrastructure in Courthouses and (sub) Palaces that provide slots for them.

Note that there are also 'technologies' that improve the effects of Administrators:
Writing (might even be the 'Required Technology' to have any kind of administrator)
- any technology that improves communication between cities: Wheel, Navigation, Railroad, etc.
Electricity, Electronics, Computers, Internet - anything that improves communication between Individuals within your civilization

Infrastructure that improves communication would also increase the effect of Administration:
Building Roads between cities
Harbors and Seaports
Airports

The Great Person in this line would be the Great Administrator/Diplomat.
If expended('chained to his desk?') in your Capital or city with a Governor's Palace, he increases all the yields in that city and the surrounding cities dramatically for X turns. If expended in another Civ's capital, he changes their attitude towards you by one level in your favor: Guarded becomes Neutral, Neutral becomes Friendly, and keeps it at that level for X turns - it cannot become permanent unless you keep doing things to maintain a positive attitude - Razing their cities won't help! This, if exploited well, could also provide you with some nice trades in Resources and Luxuries, or even an Alliance.

Fun idea is fun^. I love ideas that want to give some actual flavor to great people.

I figured after researching a certain tech great people should get another ability.

After researching economics, Great Merchants can establish companies which work like religion, but increases :c5food: and :c5gold:. Only spreads with use of executive which works like a missionary but cost gold maybe 800 or so. The more the company spreads, the more gold is made for the civ that started the company based on city size! Different companies in one city decreases the amount of gold gained for everyone from competition.

After researching Industrialization, maybe Great Engineers can do the same but with :c5production:

And after researching Scientific Theory, Great Scientists can give lectures a limited amount of times to cities, permanently increasing :c5science: production!

Great admirals are so stupid imo. Great generals can establish a citadel forever, where admiral destroys his own ship to fix others :crazyeye:. Instead great admirals should move faster first of all, and also should do more for your ships while in his radius like increase sight range and attack range by 1.
 
There are no great philosophers in the game as of now. You could use these to unlock policies, or create new ideologies. Also: great architect, which could be tied to the mechanics of building world wonders. Also, the king or head of state in your empire could be a great person of your choice, as was the case in history. There were, of course, great generals, but there were also great philosophers and religious icons.

Great Writers's Political Treatise kinda works exactly like this great philosopher you speak of . Also, there is already Great Architects, but named as Great Engineers .

I have noticed that they lump philosophers in with science, and architects in with engineers. I think they deserve their own category. I think philosophers could tie in with developing social policies and architects could be needed for wonders. Engineers could be utilized for certain types of tech advancements, while scientists could make "discoveries."
