1.0.0.129 Political Philosphy eureka with one city state

Deity normal game going really well and let down by gaining political pholosophy being discovered on meeting 1 city state.
From the save the top right warrior of mine moves toward the salt to get the eureka
Restarted Civ but save causes same issue

City states that are conquered are considered known city states for the purpose of the inspiration. Made a bug report about it a while ago. Bug got introduced in spring patch.
