[R&F] [1.0.0.229]Unable to build Medieval Walls in one city

This appears to be a bug. I am only having this problem in one city so far. Can't build Medieval Walls even though I have completed Ancient Walls in this city. As you can see in the photo Medieval Walls is greyed out. When I mouse over Medieval Walls in the production menu it says that I need to build Ancient Walls.

It looks like the Ancient Walls are slightly damaged. Have you tried repairing them first?

They are not damaged. The city has never been attacked. No option to repair anyway.

Curious as it looks like the health bar for walls is not full. What does the tooltip say if you hover over it?

FYI the wall won't heal on its own. There's a Repair Damaged Walls in your city Projects (bottom of build list). Use that. It usually takes 1-2 turns.
